Charlotte was born on January 16, 1943 to Marie (nee Kaiser) and Charles W. Bickel. They lived on Oxford Street. She had 2 sisters, (the late) Anna Bove, (the late) Judith Leo and (the late) Donald Bickel.
Charlotte was born and raised in Fishtown where she spent her childhood and chose to raise her family. She met her late husband Charles Devlin Jr. They were married February 20, 1965. They started a family and raised their children on Norris St, where she lived for most of her adult life. She made many friends, including some incredible lifelong friendships, such as her dear friend, (the late) Marie Brooks.
Charlotte was well established in the Fishtown Community, as a Den Mother to the Cub Scouts of Holy Name Church, a part of the Fishtown’s Neighbors Association, and was also the founder and administrator of the Facebook Group “You know You're from Fishtown When”.
Charlotte’s love for her grandchildren and animals became a huge part of her life. She was so loving and kind-hearted to anyone she met. There was always an open door to her home for anyone who felt lost and afraid, including stray animals like cats or dogs. She was a great supporter of animals and made many donations to several animal shelters through the years.
In lieu of flowers, donations can be made in her name to PAWS (Northeast Adoption Center) or Women’s Humane Society.
